 1          INTRODUCTION 

1.1     This document is the master register of the national numbering plan for Cambodia. It is an update of version 5. 

1.2       While in a traditional network basic telephony provided by wireline services dominate this is not the case in Cambodia. There is going to be a mix of systems and a large proportion of the future demand will be served  by wireless services such as cellular, WLL and other radio based services. Furthermore the network will be supplied by a number of operators either working under licensed arrangements or as a state enterprise. 

2          STRUCTURE OF THE NUMBERING PLAN 

2.1       The numbering plan is based on a closed numbering scheme, with each subscriber having a fixed number of digits.  The number consists of area codes or operator codes corresponding to the province or the operator and the subscriber number corresponding to individual subscriber numbers. 

2.2       The advantages of the closed numbering scheme are as follows : 

         1          All subscribers have a unique number

         2          Additional number can be easily added when the initial saturation level is attained. 

2.3     This numbering plan conforms to the ITU recommendations CCITT E 63 and reference is also made to the following CCITT recommendations: 

1          CCITT Blue Volume II, Fascicle II.2 Geneva 1989:

2          Recommendation E.160 Definitions relating to national and international numbering plans

3          Recommendation E.163 Numbering plan for international services

4          Recommendation E.166 Numbering plan interworking in the ISDN era. 

2.4     The numbering plan is structured in the following manner. 

         a)          Number known by international community =   CC+NDC+SN

         b)          Number known nationwide =  NDC+SN

         c)          Number known locally within an area  =  SN 

Where : 

         CC          Country Code (which is 855 for Cambodia)

         NDC          National Destination Code or Area Code

         SN          Subscriber Number 

2.5     ISDN number assignments may be allocated at a later date from the range of numbers available in the local ISDN exchanges. ISDN number by itself will not identify the particular nature of service, type of connection or quality of service required. An indication of parameters describing the service required by the calling terminal will be included in a service identifier in the signaling information. The service identifier is not considered to be part of the numbering scheme. Identification within a subscribers installation of a point beyond the ISDN boundary requires the transfer of address information from the public network to the subscriber’s equipment either through identification by an ISDN number or identification by an ISDN number plus additional address information. All these issues could be decided as and when ISDN is introduced in the network. All the dialed digits forming part of International number in pre- ISDN or post ISDN era are always decimal digits 0 to 9. 

2.6          Sending of Digits in Signaling Systems 

            In the signaling system, either R2 or CCS7, all digits including the leading zeros shall be sent. 

3          FIXED PSTN AREA CODES 

3.1       For fixed PSTN (Public Switched Telephone Network) including wire-line and wire-less networks the following Area Codes apply. When calling from a different NDC, subscribers need to dial 0 as the first digit before NDC.

3.2            Operator Assigned Numbers           

There are currently 3 Fixed PSTN operators, namely MPTC, Camshin and Camintel. The numbers allocated to the 3 operators are :

 3.3     District Number Range

          In order that calls made between Districts within an Area can be charged at tariff levels different from the local call charge each District under the same Area Code must have a distinct number range unless the operator does not wish to apply different tariffs at District levels. 

4          MOBILE SERVICES 

4.1     The numbering for mobile networks is as follows :           

                    1N + ABXXXX and

                    9N + ABXXXX 

          With 

          1N and 9N      as Mobile Operator code (NDC)

          AB     can be used by each operator to identify the area of telephone registration. 

          Note 1 9N can take 92, 93 and 96-99 as shown in par 4.2. 

          Note 2 Historically AB was assigned to be the same as the Area code contained in par 3.1 so that the then interconnect regulation could be implemented. AB was 8X or 9X for Phnom Penh. Since the new interconnect regulation does not require identification of area of registration AB can be assigned by each operator except for roaming number as indicated in par 4.3.

4.3     Codes Used for International Roaming

4.3.1   The following number is to be assigned by each GSM Mobile operator to a foreign phone that has roamed to Cambodia.

         where 1N is the operator code specified in par 4.2 and XXXX is the number assigned for each roamer phone, X can take digit 0-9. This is to enable that phone to receive calls from foreign countries and for it to call other phones locally in Cambodia.
